A common problem with users of Outlook Express not being able to Send/Recv without getting an error message of "authentication failure"
Make sure under Tools/Accounts/Mail/Properties of the mail account that under the Servers tab that both of these are unchecked:
All of above assumes that the user has a dial up networking connection to naples.net working correctly.
